- States have power to set time, place and manner of electing members of both houses,
but Congress may make a law to alter the above.
- Congress shall assemble at least once a year starting on the first Monday of
December
- Each house shall be judge of its own elections
- A majority constitutes a quorum
- Each house sets its own rules, and can expel a member on a two thirds vote
- Each house shall keep a journal of its proceedings
and at the request of 1/5 of those present will enter the votes on a question.
- Neither house can without the consent of the other adjoin for more than 3 days
or to another place.
- The members of Congress shall be paid
- The members of Congress shall be immune from arrest while Congress in session
or travel thereto, except for cases of Treason, Felony, and Breach of Peace.
- All speeches and debates are privileged against questioning in any other place.
- Members of Congress can not concurrently hold any other federal office.
