The Constitution provides 2 methods for proposing amendments, and 2 methods for ratifying any amendment proposed. One method is through Congress for the proposal and through the state legislators for the ratification. The second method uses state special conventions for both the proposal and the ratification. No guidance is provided for how to form these conventions. Not surprisingly, this second method, in all amendments 1 through 27, has never been used. Aside from the above notice, I am ignoring the second method.
