On this screen I am dealing with Section 1 and 3 of Article III, and leaving Section 2 to follow. I am doing this to present the information in a way that will be most intelligible to an average person. Both Section 1 and Section 3, in the original, were wordy in the extreme. I have cut them down in a manner I believe preserves ALL of the necessary original content. As you will see on the next screen, with Section 2 I felt compelled to take the opposite approach.
With respect to the Section 3 content, both as written, and as I have edited it, the statement about power to declare punishment for treason, is in my mind confused. There is nothing in Article I giving Congress the power to declare the Punishment of Treason. There doesn't need to be. It is a legislative act and they have the power to do any legislative act not otherwise forbidden. It isn't forbidden. So it isn't needed or even appropriate here. The statement about an Attainder of Treason is in my mind even more off the mark. In Article I Section 9, Congress is clearly forbidden to pass ANY Bill of Attainder. That is sufficient to see that no bill will work a Corruption of Blood, or Forfeiture. Article I Section 9 says you can't get here.
Finally, the statement as written attempts to let the judicial branch dictate to the legislative branch what the penalty for a particular act can or cannot be. That's not their job.
Judicial System
Section 1.
The Judicial Power of the country is vested in one Supreme Court, AND
such inferior courts as Congress may establish.
All judges hold office during good behavior and shall be paid.
Section. 3.
Treason shall consist only in levying War against us, or in giving Aid and Comfort to our Enemies. No Person shall be convicted of Treason unless on the Testimony of two Witnesses to the same overt Act, or on Confession in open Court.
The Congress shall have Power to declare the Punishment of Treason, but no Attainder of Treason shall work Corruption of Blood, or Forfeiture except during the Life of the Person attainted.
NOTE: Article I, Section 9 forbids a Bill of Attainder.
